Comprehensive physical resources planning occurs and is based upon the mission and goals of the institution.
The Portland State master plan for campus physical development strives to be consistent with the institutional mission and long-range educational plans. Portland State has developed under the framework of campus master plans since the late 1950’s. Updates of the facilities master plan have since occurred at irregular intervals, usually corresponding with enrollment surges or other events that have changed the physical requirements of the University. The last complete facilities master plan is the Facilities Vision Plan 2000-2010.
The master plan process at Portland State is overseen by the Vice President of Finance and Administration, and involves a wide range of individuals and groups throughout the campus and the Portland community. The Campus Planning section of Portland State Facilities and Planning is directly charged with the creation of master plan updates. Oregon Administrative Rule 580-050-0001 sets minimum requirements for the content of the master plan. The master plan is adopted at the campus level and filed with the Chancellor’s Office of the Oregon University System. Portland State operates under OUS policies and procedures that ensure governing board members and affected constituent groups are involved, as appropriate, in planning physical facilities.
Physical resource planning on campus addresses access to institutional facilities for special constituencies, including the physically impaired. Portland State also provides appropriate security arrangements for faculty, students, staff, and for the integrity of the physical facilities. The Campus Public Safety Office provides security for the campus community.
Portland State’s campus master plans and the facilities master plan have helped the University greatly in coping with the enrollment surges and other events that have changed the physical requirements of the University. The University makes planning information readily available to the campus community and the public through web dissemination.
The planning process has resulted in a collection of attractive and distinctive buildings, including the Urban Center, the Broadway Housing Building, the Native American Student and Community Center, and the new Engineering Building. Portland State has positioned itself as an institution committed to sustainability through policies and practices along with new buildings meeting LEED standards.
Various sub sectors of the physical resource base, such as computing, audiovisual, and research equipment, have used the comprehensive planning process to keep students and faculty well positioned for academic and career success. Professional staff in the relevant offices of OIT, CAVS, and Facilities maintain implementation and acquisition schedules that sustain the plans.
The University has used successful financing and resource management strategies to expand physical resources to meet enrollment growth needs even in the face of decreasing state budgets.
The greatest challenges in planning are the following:
- Continue to anticipate changes in the size, focus, and composition of the campus community.
- Ability to anticipate the consequences of recent dramatic alterations in the physical campus.
- Strengthen the involvement of all partners in the Portland State planning process: students, faculty, staff, alumni, and the regional community at large.
- Find creative ways to finance the needs identified through the planning processes.
